Bern, I never heard a story about it being too long. The reasons I've heard of are that the group had second-thoughts about it mainly because they felt it was too similar to "The Other Side Of Life". The other reason was apparently David wasn't sure about the French parts of the song.
Then it was planned as a single in '82 and a press release went out early for the Japanese magazines with the catalogue number VS554, and there were some stories about this published. However that time David decided he wanted to re-record the song with Pierre Barouh, who he'd got to know when he accompanied Steve on the Takahashi tour, so the group released 'Nightporter' instead. Unfortunately David didn't get to re-record the song with Pierre (this was scheduled for early '83) so it was left in the vaults.
In the late 1990s SKOF was slated for release on a Japan compilation I was involved with putting together - again it was assigned a catalogue number etc, but David decided to include it on "Everything & Nothing", so that was that.
